This is a theme with Sasuke, so when he tries to kill Sakura his love is far away in his heart and he is trapped in darkness.
Sakura bears the brunt of his rage, and comes to her own powerful conclusion of not being able to kill him.
That her love for Sasuke was greater then the love of her own village.
By stopping midway in her attempt to kill Sasuke she keeps open the line between them.
She is one of the reasons he's able to come back from the darkness and allow his love to eclipse his anger.
If Sasuke would deceive the world, why would he not deceive Sakura and why would Kishimoto not deceive the reader in the same way?
Just like how so many thought Naruto would end up with Sakura because he went on and on about it, it was a device to make sure that the ending wouldn't be too predictable and to show the dynamics of life and love itself.
Just because you have love or are in love with someone doesn't mean that other feelings don't exist, coexist or whatever.
To have love doesn't mean an end to conflict it just means that there is always a road back from the conflict.
