Minato is obviously faster than Sasuke, but between Sharingan, CS2, and arm snakes I'm thinking Sasuke can keep up just like he did against V1 Raikage (where he didn't have CS2 to increase his speed and arm snakes to help cover blind spots). CQC attempts can be shut down via Chidori Nagashi, and CS2 should allow him to tank standard blows (the thing was tanking Katons and Deidara's explosions). Sasuke has the range advantage thanks to Katons, and especially Chidori Eiso.
As far as summons go, Manda beat Gamabunta as shown in the manga, and I doubt Manda needs Genjutsu persuasion to fight Gamabunta given their history. Gamabunta is also susceptible to Genjutsu as well.
Minato has his chances if he uses Kage Bunshin smartly to get an opening, but I'm going to side with Sasuke here. Sasuke's only true disadvantage is speed, but I think the Sharingan will help narrow the effect of that gap as will the CS2 transformation. With lethal ranged techniques, CS2 durability boost, potential Genjutsu openings, and overall having better tools at his disposal (sword, rigged shuriken and ninja wire, summoning shuriken, etc), I'll have to give Sasuke the nod here.
