I'll say talk to your ISP and ask if they can provide you with a new IP and you explain why.

Just reset your router(Turn it off for 30 seconds). That should reset your IP. There also might be a little reset button on it. Or you can just log into your router and change it manually. No need to waste money/time.

(Your internet might be off, but Wifi can work independently of an Internet Connection).

This just confuses me to no end when people claim their wifi doesn't work. When they should check the router and settings instead. Sometimes the problem is very easy to fix.

everyone is overreacting. there is a few ways to get your IP address, hell people can get your IP address if you play Peer2Peer Games.
worst he can possibly do is Dos. Which does fk all and would end up lagging him more than you, (exception is DDOS).

The fact he's living like 10,000 miles from you means he can't do anything physically (unless he's one persistant sone of a ***** who would travel around the globe to swoop you with a golf club over such a trivial thing) at most he can do with an Ip address is gain public information, such as phone numbers, address, the other websties you browse, or DDos you (which means sending extra packets to slow down your net to the point it stops working/connecting) the most deadly thing he can do (well if he has gained access to your address) is swatting. It's easy, probably some neighbors are messing with your computer or phone because your wifi might have weak WEP protection turned on, change it to WPA/WPA2 and it's should be fine. Also turn off remote management in the router in that way no-one can re-configure your router over the internet. You would be surprised how easy it's to do this this days.
