Because Susanoo wasn't in Jinton's radius. A property of Jinton is that it can rearrange particles. No matter how strong Susanoo is, it can't survive its particles being dismantled.

Ohnoki immobilized 5 susanoos, to the point that they couldn't do anything. He made a huge meteor stop, despite having to fight for a couple of days. I'm not saying he can make susanoo so heavy that it'll be immobilized, I'm saying he can make it heavy enough to make it's movements slower.

Prime Onoki would fair no better. We've seen all that he's capable of and Madara remained unimpressed. Him being in his prime won't give him new abilities, just more endurance and flexibility. He flies most of the time anyway.

He didn't make it stop, he lightened it and Gaara stomped it with his sand. If he could do it, then why didn't he? He wouldn't have been sitting there with the look of fear and terror while starring at PS if he could do that.
