The World of Kagoubutsu

Story:

Until 200 years ago, many humans fought against eachother for power of the 1 continent world of Kagoubutsu. They continuously fought end on end, until a group of scientists that claimed they had the technology to end all of the death and disputes over power in the world - The Ultimate Crystal. TUC was a stone found by the scientists, and it was tested to have a nearly infinite source of energy. Spreading this evenly would -- according to their plan, end the power disputes. However, this was not the case. 2,000,000 were subject to it's power and became deformed mutants with supernatural abilities. The mutants spread the pieces of the UC across the world, and were not affected by it as humans were. The mutants evolved past their deformities rapidly and by the current age - 95% are no different in appearance from humans. The World Government centralized to defeat these mutants (malicious or not) and detain them with their executive branch -- called the enforcers. Now, it's the year 2020. Humans and Mutants are not distinct - and mutants are either criminals/trying to find the shards of TUC/neutral.

Major Locations:

Neo York City: The largest, most popular city.

Industriano: The biggest technology advanced city.

A, B, C, D: Towns around Neo York, usually inhabited by mutants hiding from the enforcers.

Kukutsu Forest: A forest where mutants and high level enforcer trainees train. It is the most peaceful place 9 on earth.

The Great Wastelands: Barren areas that spreaf around most of the Earth.

Will and other things:

A dormant power existing within humans and mutants. This power allows a human/mutant to slightly negate the ability of mutant and defend themselves. The stronger the will is to fight, the more effect.

Humans and mutants have also grown to incorporate this into their minds, giving them extrasensory perception.

There is a third ability of Will, existing in all, but usually never coming out. It is used to dominate an enemy force and change the tides of a situation.

Humans and Mutants have super-speed/strength et, it isnt a superpower

As a mutant, you may only have one superpower.

Enforcers - The executive force. You will start as a lieutenant. They are humans against mutants. The ranks: Fodder, Lt, Captain, Commander, Co Chief, Chief (only 4, you may apply now but also have a template for a lieutenant char).

XYZ - The biggest anti-government force on the planet
Led by: Sasume

13 Biggest - The most known mutants on earth for their strength, ranked 1-13. You cannot be in this by default.

Appearance: Generally, he has a right eye that is blue with a white iris and pupil, and a grin on his face. He is about 6', and wears a dark shirt with jeans followed by a beige robe to cover appearance.
Age: Unknown, possibly 20's

Faction: Usually XYZ, but undetermined
Mutant Power (if any): The power of absolute unpredictability and weird attacks. He can formulate anything at any time and pull virtually anything out. Because of this, his epithet was created.

Mutant Power (if any): The ability to control and manipulate multiple elements and aspects of life, divided as "powers." Because of this ability, he is known as one of the most dangerous mutants.

Can transform his human appearance to that of an ancient japanese buddha with eloganated claws, becomes faster than a racing car at top speed and acceleration, can jump above sky scrapers (600 ft jumps in the air), no fall damage, health recharge after 30 seconds from running away or escaping from battle, can stretch his nails to grab opponents at long distances (based on his skills, approx nail extension would be 2km) can also suck out the blood of humans and keep it reserved in his kidney's (to later be used as regen) Can live without organs,

Skills/Skill levels:

Is 3 metres tall, insane level speed+ can breathe smoke and spit out fire (refferring to his custom cigars made officially by capstan pall mall and captain cook) his leather chap jeans is fireproof so he has some form of resistence to that. Can bend is bones 360 degrees granting him insane fexibility and unbreakable limbs.

An exploitable weakness: Is a heroine addict (so he would be high in battle, especially if he's taken a hit in a relative short time frame prior to the battle). Get's distracted by baloons and youtube video's, also, child like toys easily.

TMUC strolls down the street humming the lyrics of Hangar 18 by megadeth which he is listening to on his iPad nano and mimics the guitar riff with his hands.

As areeba is walking, he hears a kid singing he gets on his tows and begins tip toe'ing in circles "ahh such is the tune of bootfiphool music!" he quickly begins to analyse the surrounding area and sees a short kid walking and playing his imaginary guitar. Areeba walks upto him "yo kid, what's this song called? sounds swoon, kinda like my homie hetfield"

Areeba looks at his grin and stares at him, he then proceeds to take out his tacos and puts them to the boys nose "want some hot food, son? Then we can talk, you lookin quite green tbh"

TMUC scratches his nose.

TMUC: Well, I'm no man to say no to a taco!

TMUC leads Areeba over to a park bench and begins eating the taco. There, a man in a black suit and fedora approaches them and stands over them.

As the dude walks over to areeba he begins to feel rather unrelaxed, he then begins to get suspicious of the fellow as he walks closer and looks areeba directly in the eye, that cold stare was likely to get anyone in shivers, but nonetheless, areeba stood there, without being remotely intimidated "wat da phook u lookin at cracker?"

???: I am an enforcer commander. I believe there are mutants in the area. Would you gentlemen-

TMUC begins strolling along, but the man blitzes in front of him and points a silenced pistol to his head.

???: What's the rush... mutant?

Areeba notcied TMUC's speed and is caught by surprise "damn this fam be soopa fast, he fedora boy? get the hell outta here, u be reachin" and applauds TMUC's actions.

The man with the fedora ignores Areeba's insult and fires a shot straight through the taco, which causes TMUC to grin widely.

TMUC: You shall pay for that Taco with your very skin, foolish human.


The man fires another shot, to no avail. TMUC begins humming a song off of his iPod nano as he searches his robe for something.

???: The hell..

TMUC: Ya better make up somethin quick.. ya gonna burn burn burn yes ya will..

TMUC finally pulls out a huge flamethrower out of nowhere

TMUC: Barracuda!

The man tries to punch TMUC, but gets caught by the flame. He attempts at taking off his jacket and suit, but TMUC stands over him with a unperturbed face and continuously burns him, turning up the temperature with each volt. TMUC picks up the mans fedora, and despite partially burned, he wears it.

TMUC: I'm looking fine!

Areeab relaxes on the bench and starts blowing air into the ballons he kept in his pocket, while lookin at the fued between the fedroa fodder and TMUC "wreck that homeboys ass, don't get all assed out now, we be trading bejamins for tacos after you done homie"
