How isn't Sasuke in your list? EMS Sasuke was already at Bijuu level chakra (level of 1-8 tails), Rinnegan Sasuke has Rikudo level chakra capacity.

Nagato said Kisame had the highest out of the Akatsuki. I'd go either Kisame, Hashirama, or Madara. Although DSM Kabuto had infinite chakra due to Jugo's ability.

Tsunade, Sakura for none powerup. Maybe sakura, for a normal citizen with normal body, normal bloodline......
Akatsuki used bijuu chakra for some mission, maybe there is not much statement about that but since they have extract some bijuu chakra and their leader can distribute chakra for the ritual summon....bla bla bla. So none of them count.
Dont say madara (before infused hashi cell) or any uchiha, they are just super skilled in using chakra and manipulates it. But their chakra is not so huge at all and hardly to maintain in combat for long, manga fact.
There is a method for naruto to have infinite chakra by using clones.
Rinnegan user can keeps absorb chakra in battles but if their opponent is someone like Gai, they are dead. Same to Kisame, but then he can store chakra inside his samehada.
We never know if Hashi chakra most comes from opponent or his own chakra, but the dude seem cant never run out of chakra in combat.
There would be no real winner since those characters can always comes up with plan to restore their chakra.
