who has the highest chakra reserves(no jin or bijuu)?

Hum I'd say Kisame as he was compared to a tailed beast.
But I'd say too Hashirama, 3rd and 4th raikage who are chakra monsters in the same level or more.

For Madara, I won't count him since all his "normal body" feats are from Edo tensei, and edo it's chakra free. But I'd say under hashirama and at least same level as Kisame.

Nota bene: Sasuke is like Itachi: Weak ass reserve, a little more than Kakashi.
His false stamina come from both Kishi incapacity to follow his own rules and the fact that until the operation, karin reloaded his batteries. ( Remerber his last "true fight" against Itachi, when he didn't got asspulled powerups, he got empty really fast.)

Naruto might be close to or higher than Hashirama, Madara and Nagato I think. He had huge reserves at 17 but not this is a 29-30 yr old Naruto who got a stamina boost from having Hashirama's cells. I can see Naruto passing Nagato and Madara but idk about Hashirama; could have tho.

As for people saying Sasuke, he didn't have Bijuu level chakra at EMS, only power comparable to Bijuu with PS. He still was given chakra by Naruto and Hashirama so why never saw him run out. Sasuje's chakra is powerful (Yin) while Naruto, Nagato, and Hashirama have huge reserves (Yang). He was low on chakra in his fight with Naruto when he didn't really fight as long or as much as Naruto; his jutsus uses a lot of chakra no doubt. I'll say current Sasuke have Bijuu level chakra around 2 or 3 tailed beast tho.
