Vegeta blew up a planet early in the series, Freiza blew up a planet (the only reason it wasn't immediate was because Goku stated how Freiza was scared for his own life thus weakened the blow), Kid Buu destroys the Earth. Obviously Goku can destroy a planet. Speaking in a purely DBZ sense, Goku could probably destroy universes and galaxies over time thanks to Instant Transmission. But he isn't a true buster since he can't destroy them with one attack.
