Going powerwise at the moment they were hokages:
1.Naruto
2.Hashirama
3.Tobirama
4.Minato
5.Hiruzen
6.Tsunde
7.Kakashi
Now by the longest time in the office
1.Hiruzen(like 40 years)
2.Tobirama(like 25 years)
3.Kakashi(like 15 years considering he was already hokage in the last when naruto was 18 and he had just retired when naruto had a 10-11 year old son, so naruto should be like 31-33).
4.Hashirama(like 10 years)
5.Tsunade(like 6 years, she was hokage when naruto was 12 and she was retired when naruto was 18).
6.Minato(like 2 days and a half, no i'm joking like 1 year)
7.Naruto(like a 3 weeks considering he just had taken officially in chapter 700)
Now by the amount of progress made in their times
1.Hashirama(he along with madara created the village so they unified several clans and created a safe place for families and kids and he even protected the village against his friend madara).
2.Kakashi(he made a outdated village into a modern city , the times were peaceful during his reign).
3.Tobirama(he established the police of the leaf and created the political and social structures needed for the leaf to thrive an work, hashirama made the leaf but tobirama gave it its shape, but at the same time he cornered the uchiha).
4.Minato(even with the short time as hokage he gave his life to pretect the leaf).
5.Tsunade(she kept the leaf working tight and kept the villagers alive during pains invasion).
6.Hiruzen(even if he has the longest time as hokage, he was by far the most negligent and coward, letting danzo get always his ways, had he been more assertive and taken care of the difficult or dirty tasks instead of leaving them to danzo, the uchiha coup would have been avoided and sasuke would have never gone rogue and tried to destroy the leaf, had he stopped danzo and his root, nagato would have never been betrayed by hanzo and therefore nagato wouldnt be so resented with the leaf, had he taken away all the power from danzo, danzo wouldnt have been in the hokage office to kill the toad which was supposed to warn naruto, therefore preventing the destruction of the leaf, had he stopped orochimaru when he could, orochimaru wouldnt have killed so many people for his experiments and help danzo with his arm, had he stopped orochimaru the attack on the leaf would have never happen avoiding several deaths , 2 wars boiled downed in hiruzens reign and he sent mere children to die granted he gave his life for the leaf but yet it was his fault oro attacked the leaf, hiruzen passiveness was the cause of a lot of problems pass on to the next generation).
