Naruto said that he wants Sasuke to work with him. I don't understand how Sasuke not being in the village and not being that involved is considered "working together".

We cannot make too many assumptions yet, as we dont know what Sasuke is doing while he is out, and what Naruto has him doing. He could be out spreading peace, eliminating threats, getting a good glimpse of the world, all of these things help naruto, and the villiage. Lets wait until part 3 comes to make a descision on whether he is working together or not. I hope they do, they are indeed the best duo when they are working together.
