Would Itachi's finger genjutsu paralyse Kisame and make him unable to mould chakra? I'm not too certain with the mechanics of Itachi's finger genjutsu because if it doesn't then wouldn't Kisame be able to make bunshin as they only require one hand seal? It's true Itachi will know the real Kisame and make quick work of any clones who surround Kisame but surely that gives Kisame enough time to use thousand feeding sharks, correct me if I'm wrong.
It's not a paralyzing Genjutsu in the traditional sense, but it still seems to numb the victim's real body. None of the movements Naruto made during the Genjutsu happened in the real world; while he was trapped inside Itachi's realm, his real body seemed to have been inactivated [

]. Accordingly, any seals Kisame forms during Itachi's Genjutsu would be meaningless to the outside world. Again, even if it
was possible, his Sharingan allow Itachi to anticipate Kisame's moves.
As for Suiton: Senjikizame, that's not quite correct. You're assuming that Itachi would deal with the Bunshin by himself, granting Kisame enough time to use the Jutsu, when in fact, Itachi can use his own Bunshin to cover Kisame's; or even use Bunshin Daibakuha. Dealing with a few Mizu Bunshin will hardly take Itachi any effort. In addition to that, Senjikizame won't be hard to dodge at close range, without even standing on top of an ocean.
Itachi's huge advantage is that he'll always be one step ahead of Kisame. That allows him to intercept Kisame already
during the process of using Bunshin, not just after they've already taken their shape. Of course, that is all assuming Kisame manages to create Bunshin
before he's caught in Itachi's Genjutsu, which he most likely won't.
Furthermore if Kisame did have full intel, his chakra being superior to Itachi's will possibly allow him to break genjutsu.
Don't know where that assumption is coming from. Naruto's Chakra levels were miles ahead of Itachi's, yet he was far from breaking Itachi's Genjutsu. Then again, we're just talking about the
quantity of Chakra, not the
quality.
