Honestly, this match-up is an understatement to Itachi's abilities. Kisame isn't escaping his Genjutsu; especially not with a puny score of 2,5. The rule "if it's one on one, surely flee" [ ] exists for a reason. The databook even hints at disrupting one's own flow of Chakra being futile against Genjutsu cast by a Sharingan [ ]; its hypnotic power simply is that strong. Avoiding eye-contact from the get-go will lead to Kisame's defeat, too. Then again, he isn't escaping Itachi's finger.

In a nutshell, Itachi low-diffs.

Weak strategy. Kisame isn't creating Mizu Bunshin before Itachi's finger is pointed at him; mind you that Itachi's hands move at speeds even another Sharingan can't follow, while Kisame's score at seals is a puny 3,5. Then again, Itachi's Sharingan allow him to read Kisame like an open book. He'd easily anticipate the Bunshin and react accordingly; either by invoking Genjutsu right away, or by using his own Mizu Bunshin even before Kisame.

Considering neither side has intel, Kisame is very likely to look into Itachi's eyes the moment the match starts, anyway; so any discussion going beyond that point is futile.

Well I just noticed there is no intel which is dumb because they both have a large amount of intel on each other. In that case, genjutsu does one shot.

Good to have found common ground.

Although I don't see how intel changes the outcome in any way; Itachi still casts an illusion before Kisame has any hope of using Mizu Bunshin. Each of my points still stands. At that distance, he'd also be able to intercept Kisame via blitzing, and thereupon create eye-contact at close range. Even if we were to assume Kisame manages to create Bunshin in time, he'd be easily identified. The one spilling out doppelgangers is bound to be the real one.

Would Itachi's finger genjutsu paralyse Kisame and make him unable to mould chakra? I'm not too certain with the mechanics of Itachi's finger genjutsu because if it doesn't then wouldn't Kisame be able to make bunshin as they only require one hand seal? It's true Itachi will know the real Kisame and make quick work of any clones who surround Kisame but surely that gives Kisame enough time to use thousand feeding sharks, correct me if I'm wrong.

Furthermore if Kisame did have full intel, his chakra being superior to Itachi's will possibly allow him to break genjutsu.

It's not a paralyzing Genjutsu in the traditional sense, but it still seems to numb the victim's real body. None of the movements Naruto made during the Genjutsu happened in the real world; while he was trapped inside Itachi's realm, his real body seemed to have been inactivated [ ] [ ]. Accordingly, any seals Kisame forms during Itachi's Genjutsu would be meaningless to the outside world. Again, even if it was possible, his Sharingan allow Itachi to anticipate Kisame's moves.

As for Suiton: Senjikizame, that's not quite correct. You're assuming that Itachi would deal with the Bunshin by himself, granting Kisame enough time to use the Jutsu, when in fact, Itachi can use his own Bunshin to cover Kisame's; or even use Bunshin Daibakuha. Dealing with a few Mizu Bunshin will hardly take Itachi any effort. In addition to that, Senjikizame won't be hard to dodge at close range, without even standing on top of an ocean.

Itachi's huge advantage is that he'll always be one step ahead of Kisame. That allows him to intercept Kisame already during the process of using Bunshin, not just after they've already taken their shape. Of course, that is all assuming Kisame manages to create Bunshin before he's caught in Itachi's Genjutsu, which he most likely won't.

Don't know where that assumption is coming from. Naruto's Chakra levels were miles ahead of Itachi's, yet he was far from breaking Itachi's Genjutsu. Then again, we're just talking about the quantity of Chakra, not the quality.

I choose no intel mainly because Itachi did not know Kisame before he obtained Sameha and Kisame did not know Itachi before he obtained the Mangekyo...
Just trying to make it "realistcly"

No intel means Itachi would win easily..Otherwise, Clones easily counter whatever Genjutsu attempt we're talking here.
