They don't need to match the main character's power to be relevant or developed. Naruto the series is not a great way to judge female characters in Shonen. Shows like Bleach, and Fairy Tail do quiet well with them.

He was but during that time she showed this feat that I found very impressive. Tsunade did this jutsue that messed up Kabuto's nervous system. Where he was having to the think the opposite to attack.

Age has nothing to do with how good a character is. Many characters in this series have reached levels equal to or higher than people far above there age.

Also why does it matter if she is better than J man and Orochimaru? For a female character she is still good. Thats all that matters really.

Well not every shonen arthor thinks like Kishi. They actually know how to make a female character. Comparing them to Kishi's writing is insult in my opinion. A female character does not need to have the most strength to be a good character. All she needs is a decent background and development as a character. Not all shonen mangaku make females like Kishi does in that regards.

Sakura's problem is not only with her strength its with her character. If you look at her closely than you will see many things that are under developed about her. Not all shonen mangakus treat there main heroine like shit, as Kishi did. So don't even try to defend this by going there.

Because she had previously been injured by Kabuto and Orochimaru in defending Naruto, so she needed to heal herself. After that, and after she overcame her phobia, she was fighting on par w/ Orochimaru.

I wouldn't say Tsunade is pathetic in combat, even Jiriaya admitted inferiority to her and if he were to use sage mode while Tsunade uses Yin Seal [no summons for either], I'd say they're close in skill/tier level. Orochimaru is obviously above both

It's a trait all female characters have in NV. They're not as fast when it comes to taijutsu compared to the males. Take Sakura and Tsunade as an example. Almost always they will dive forward with a punch, and that gets them no where except for with zetsus. Hinata is a lot better and faster close combat with her twin dragons, but even then she's still slow. The males out compete them when it comes to speed/agility/balance etc.​
