And you're ignoring the fact that his dojutsu gets his power from the tenseigan alter itself, meaning it's quite the legit argument. It also stopped temporarily, and started again when Toneri powered up. Hmmmmmmmmmmm. Regardless, it's dividing his power no matter how you look at it.
Although Toneri looses, people are underrating him, so I'll lay out his capabilities so people realize that this isn't a neg-diff for Naruto and Sasuke.
People might try to argue that Toneri's TSBs and physical attributes are weak because he was fighting "BSM Naruto." However, there are several factors to consider on how this is not a fair comparison. First off, Naruto was displaying Rikkudo-like abilities such as tearing out one of Toneri's chakra spheres out of Hinata without harming her, flying, and entering this mode instantly, whereas BSM requires Naruto to absorb natural energy before, or after the transformation. The Naruto in the Last was using some sort of mode in between Kurama mode and RSM.
Second, let's go with their actual feats. It took a ransenshuriken from naruto without any damage. In addition, it withstood massive ransengan barrage. Bear in mind, attacks weaker than this have damaged Juubito's TSB constructs.

So, at the very least, Toneri's senjutsu is not weaker than Juubito's. In fact, it's almost certainly stronger. So he's not weak in this sense. You could easily make arguments for Naruto and Madara though.
Next, his jutsus.
First up, his chakra spheres. These things can absorb chakra. It'll go through ninjutsu, and once they're inside of someone, he can either A. Control them like puppets, or B. Tear their chakra outside of their bodies in a big explosion. In addition, the can absorb someone's chakra. In fact, the requirement is most likely that he touches his opponent at one point in time, as this was what was stated for the tenseigan case, and Toneri only used it after Naruto punched him.
His TSB jutsus. The first one is called Silver Wheel Rebirth Explosion. Toneri basically makes his TSBs a ring, and makes it unleash a huge vortex that blew a hole in the moon from where the team was underground. It's big enough that the curve of the moon was somewhat visible. Although not much of a threat to human-sized targets at range (since it'll merely through them around) he can slam it point blank for an attack.
Golden Wheel Rebirth Explosion. This is the second jutsu he uses with his TSBs. He makes a ring of TSBs, then focuses it into one, and then makes a huge beam, that he used to cut the moon in half. Needless to say, if this jutsu's activated, it's an almost guaranteed win for Toneri. PS and Kurama Avatar is a bad idea, as they're slower, and make themselves a huge target for this jutsu, while not having the destructive power necessary to counter it.
Toneri has a puppet that looks like Haruma. It's powerful enough to fight Kurama, and can reform itself after being destroyed.
And lastly, his telekinesis. It's nothing to sneeze at. This is almost certainly the thing that is moving the moon. In a normal VS match, were the only objective is to kill the opponent, Toneri would be able to focus all of the telekinetic prowess of the tenseigan. Basically, he'll have moon-moving telekinetic abilities for the entirety of the fight. And unlike Deva Path, there's no cooldown time. It constantly moved the moon, so in a fight, he can spam this.
With all of these powerful abilities, neither Naruto, Nor Sasuke are winning at anything less than mid-diff.
Go read the movie it was not just a BSM state also he him and naruto we're casually flying around the radius of the moon that speed shits on anything VOTE2 displayed. Proof the moon was hollow? that feat alone is greater than any feat VOTE2 naruto displayed.
It was a BSM state, except Naruto still has the chakra he got from Hagoromo, so it'd be an empowered BSM. Much stronger than he was in the manga (Pre RSM), but obviously not as strong as a genuine RSM.
Watch the movie. The Otsutsuki lived in the Moon. The inside has to be hollow for that to be possible. Cutting a hollow moon doesn't put you anywhere near the level of a moon buster.
