Tear their chakra outside of their bodies in a big explosion. In addition, the can absorb someone's chakra. In fact, the requirement is most likely that he touches his opponent at one point in time, as this was what was stated for the tenseigan case, and Toneri only used it after Naruto punched him.
His TSB jutsus. The first one is called Silver Wheel Rebirth Explosion. Toneri basically makes his TSBs a ring, and makes it unleash a huge vortex that blew a hole in the moon from where the team was underground. It's big enough that the curve of the moon was somewhat visible. Although not much of a threat to human-sized targets at range (since it'll merely through them around) he can slam it point blank for an attack.
Golden Wheel Rebirth Explosion. This is the second jutsu he uses with his TSBs. He makes a ring of TSBs, then focuses it into one, and then makes a huge beam, that he used to cut the moon in half. Needless to say, if this jutsu's activated, it's an almost guaranteed win for Toneri. PS and Kurama Avatar is a bad idea, as they're slower, and make themselves a huge target for this jutsu, while not having the destructive power necessary to counter it.
Toneri has a puppet that looks like Haruma. It's powerful enough to fight Kurama, and can reform itself after being destroyed.
And lastly, his telekinesis. It's nothing to sneeze at. This is almost certainly the thing that is moving the moon. In a normal VS match, were the only objective is to kill the opponent, Toneri would be able to focus all of the telekinetic prowess of the tenseigan. Basically, he'll have moon-moving telekinetic abilities for the entirety of the fight. And unlike Deva Path, there's no cooldown time. It constantly moved the moon, so in a fight, he can spam this.
With all of these powerful abilities, neither Naruto, Nor Sasuke are winning at anything less than mid-diff.

Naruto & Toneri we're fighting on even grounds naruto channeled all his power in his hand thats why he was able to block also the reason why he was able to 1 shot toneri add the fact that he had hamura's chakra from hinata would would deactivate his tenseigan meaning no more chakra mode those were the key factors why toneri was defeated. They were flying on the moon, they didn't fly through ALL of the moon, let alone faster than a Bijuu Dama can land.
His Telekinesis has little to no feats, its best feat was blowing base Naruto away, which isn't impressive at all. You could argue that his Telekinesis is the reason the moon was moving, but that's still speculation.

Since when ? Slicing a hollow moon =/= moon busting, his feat was barely continent level, something the BDRS has been doing for some time now, and Naruto can fire multiple BDRS, and from different directions via clones (by giving the clones his Gudo Dama).
And I never denied how big it is, but it was pretty thin, considering it was barely bigger than Naruto's hand.
