You need Ootsutsuki chakra and a pure byakugan to interact with the tenseigan alter (to this degree, it's fairly obvious that it can be access without it to a certain extent). The Tenseigan's power comes from the byakugan horde, but the ability to access it comes from Ootsutsuki and Hyuga combined.

Actually, you need Ashura+Indra to achieve the rinnegan. The Uchiha and Senju themselves have nothing to do with it.

My point exactly. Madara was the incarnation of Indra and took senju DNA which was Hashi which was Ashura's incarnation at the time and in the latter of his life he achieved the Rinnegan.

The Tenseigan was first manifested by Hamura Ōtsutsuki. Due to this, the combination of his two bloodlines, the Hyūga and the Ōtsutsuki clans, can evolve the Byakugan into the Tenseigan.

Irrelevant argument. The Hyuga don't have access to the Tenseigan. The Hyuga are ultimately inferior in a clan battle over time, but the tenseigan itself is stronger than any other dojutsu without anything additional buffing it.

I watched the movie. Those "pulses" are just his eyes evolving into a complete Tenseigan.

But when the Tenseigan alter was destroyed, Toneris Tenseigan was still well and working fine. It was only after getting punched in the face with a Hamura-chakra-infused fist that he lost the power of the Tenseigan.

It's in the same context as how the Senju/Uchiha/Uzumaki inherited powerful chakra from THEIR ancestor, namely Hagoromo. That doesn't mean they directly have his chakra. It's like saying the chakra Naruto and Sasuke got is the same that flows in the Uzumaki, Senju and Uchiha clans, which it isn't. Likewise, The chakra the Hyuga/Ootsutsuki inherited from Hamura is not the same as the chakra that Hamura personally gave to Hinata.

A. That only destroyed the shell containing the byakugans. It was still operational afterwards. The biggest proof being that after Toneri lost his eyes, he could still utilize the tenseigan powers with the byakugans. It was still being used.

B. I don't think Naruto had Haruma chakra. There's no real indication that the chakra Hinata gave Naruto was a lasting buff.
