With constant flames, you have a set level of power coursing throughout your entire technique, as opposed to projectiles where you may end up releasing several projectiles with limited strength. You also have a larger range of fire with these techniques for the most part. With projectiles just covering single points, to a certain distance, constant stream based fire technique provide you with a wider area of attack.
Disadvantages to Method
The biggest disadvantage these types of techniques seem to have is the weakness of being unable to perform another technique while the one they currently use is in effect. With projectiles, you channel all the chakra for the technique into that one (or several) shot(s) of fire and once it's released, you're freed up to preform even more techniques for attack or defense, etc, etc. However, with constant flames, you're constantly fueling the chakra and feeding the technique. Without Yin Yang release to possibly control more elements at once, the user must stop the technique they're doing to change natures or even techniques of the same nature. This gives your opponent various openings, attacking you with a technique that forces you to maintain that technique while they attack from different angels. If they have the free hands and you don't they can easily take advantage of that, leaving you helpless.

Description: The user will create a small short flame
at the opponent. This flame is capable of making the
target collapse due to the heat of the technique. This
technique requires no handseals.
The user simply inhaled and gathers their Fire chakra in the lungs. Moments later, the user immediately channels it into is mouth, turning it into actual fire and blows out the fire continously.
Now this technique doesn't requires shape manipulation considering it doesn't give any Fire shape whatsover. Also unlike projectile technique, this technique won't be condense nor spit out in the form of a fireball.
Finally The flames of this technique can be extremely dangerous due to its high temperature. Even the heat can hinder the movement of opponents, likewise against Taijutsu users as well and also can be pretty deadly in dry conditions.
However, Stream Water technique can seemingly counter against it and also Chakra cloak seems to work against it also.
Well, this is a c-ranked fire tech.Two things,
First, This technique is obviously greater than that Fire Technique in terms of Ranking.
Secondly, Water is a superior element against Fire, So when water is put against a Fire technique, it tends to overpowers it especially when the Water technique is far greater than the former,

D-Rank Water can easily cancel it, or C-rank water can easily overpower it.
A-Rank is too high, and a waste of chakra unless you plan to do something with that jutsu, like create a water source or something.
