I would answer you using the characters like, kisame had lots of chakra, the mizukage, gara probably, tsunade, powerfull shinobi, but the strong chakra type are like itachi, raikage, kakashi, obito, pprobably the strong chakra type, there more likely to die than the strategic type like high pools but, they're attacks look really kool
