Ya his strength is right underneath Mihawk, he can potentially fight on his level.
Moving/Repelling at the speed of light (people still believe it's an exaggeration)
And being to repel anything, even known physical things like Pain.
Use that creativity and you know how powerful Kuma really is.

No, not really, he heasnt shown anything that impressive to put him up there yet, one can say that the guy wasnt serious but as far as we have seen his offensive isnt that great nor he has shown any OP feats except for the warping around at high speed, the pad cannons and ursus shock werent able to kill anyone at thriller bark not even fodder pirates of lola yet he was caught off guard by a barely breathing zoro, and many of his attacks were litterally dodged around by zoro even though zoro wasnt even close to being fit, seeing how pre-skip SHs are too weak compared to NW pirates I think doflamingos feats overshadows those of kuma by a margin, he has been seen around low-mid difing high tiers like smoker, sanji etc...

Smoker and Sanji aren't high tiers. But I agree for the most part, though Kuma has the ability to control the size and power of Ursus Shocks. I think Kuma purposefully did one that would allow the SHs to survive because of Luffy's relationship to Dragon. I have a hunch he could have made a better one.
Uh maybe its just how I see high tiers and top tiers on my list anyway, but still I see sanji, smoker as M3 level fighters, strong enough to 1 hit pacifistas considering how the whole crew struggled against pacifistas back at pre-skip and yet dofla was still able to beat the guy's pretty easily and I'm not gonna say that Kuma would do the same, he hasnt shown anything to prove that.
The ursus shock wasnt any better even at marineford, Im not saying he couldnt make it more powerful though,
There's a lot of people who are just as powerful and got caught off guard.
You have to remember that kuma can repel anything, even admirals if he to (but that won't do much).
We already seen Kuma out beat Zoro in speed when it came face to face, Zoro had to evade most of Kuma's attacks of reflexes.
He was dodging where his arm was being thrust, meaning before the air pad was sent at light speed.
Dragon was very concerned about Kuma, the government needed him unlike doflamingo that wasn't asked the to be given the title.
We haven't seen Kuma's turn yet, just like Mihawk we will only get a pre timeskip cameo before entering his main story at the very end.

WTF? If they aren't High tiers than WTF do you think they are? They both can one shot a pacifista. That's something we've seen High tiers doing. And these two aren't that much weaker than Luffy. What do you think Luffy is? A high mid tier?

I consider them the top of mid tier. Very close to high tier. I consider the high tier the likes of Shanks, Teach, Akainu, Rayleigh, Garp, Marco. Luffy, Law and the M3 are in the mid tier of the OP world. And so are Pacifista. One Piece has another ten years to go, I doubt the main characters are in the top tier already.
Bro you have it all wrong. Those people are Top tiers that you just listed, with the exception of M3 and Law. If you think the admirals and freaking Yonkos are high tiers, than WTF do you consider Top tier?

Most people in OP community don't put high tier and Top tier as the exact same thing. Think about it like this, you can be real High on a mountain, but does it mean your at the top?

Doflamingo can attack from multiple areas without his opponents being aware of where his strings are coming from this is a worst nightmare for Kuma seeing as his DF is restricted to his hands only.

of course he is stronger than Doffy, if current luffy can beat current Doffy then its reasonable to assume Future Kuma (who they probably will have to fight/destroy) will be miles ahead and will give the strawhats a though time (whom of course will be even more powered up)
