Um, the amount of chakra it takes to control the juubi itself I think only Madara could pull it off.

I don't think so. what happened then was the bijuu trying to take over the body. But in the Juubi's case, it lacks intelligence and if it takes over, it will not do it partially but fully and kill it's jinchuriki.
