Difference between Sasuke and Madara's Rinnegan Awakening.

We know you get the rinnegan by mixing Indra and Ashura's chakras to get Hago's chakra.

Madara's Indra and Hashirama's Ashura chakra mixed. Madara had to wait a very long time before his rinnegan came out. His eyes could naturally grow accustom to the new chakra in his body.

Sasuke's Indra and Hashirama's Ashura chakra mixed. Sasuke kinda prematurely awakened his by being put through a near death experience which is why his did not mature naturally in the same way Madara's did. Sasuke has the power of two rinnegan in one 1 which is the reason for the tomoe.

Re-read manga and you will see Hagoromo and Hamura had it in fight against Kaguya.

Naruto's full capacity was Jinchuuriki of Kurama. Hagoromo gave the former a stronger Doujutsu, and gave the latter the cloak of Juubi's Jinchuuriki.

Nowhere has the manga implied the Chakra of the Bijuu are requirement for Rikudou Sennin Mode. Because if it was then Naruto wouldn't need to ask for Shukaku for his Chakra, when it's already intact with his mode. Or he wouldn't ask the Five Tails for its Chakra, when it's intact automatically with his mode. Therefore, the mode came from Hagoromo gifting him his Sage Mode.
