I believe he can, because he have even better feats than SM Naruto in terms of reflexes as he nonchalantly dodged a Susanoo Arrow from Sasuke while he was talking with them...

Ribcage Susanoo's blade, sure, forgot about that. That'd mean Kabuto can cut something stronger than that, but Raikage is more durable than V3 Susanoo........so still not a good feat.
