These are the best characters imo. The list is in order and included characters may not be appreciated here but for some reason, people can relate to them.
1) Itachi: Psychopath at the beginning and affectionate brother at the end. Itachi is by far the most complex character I have encountered in a manga and even though I am not a fan of Itachi, I see him as one of the best manga characters of all time which is the reason he has so many fans(Fanboys also Lol)
2) Hagoromo: Though a flawed character, he was not corrupted by power like his mother. Hagoromo's path as a saviour was his own choice and he could have aimed for immortality and absolute power but he refused. He acknowledged Ashura's ideals and rejected Indra's selfishness. He was a father to the tailed beasts and gave them names, acknowledging their existences. He tried to unite humanity but his ninshu was turned into ninjutsu.
3) Hashirama: His idea of a village and stopping bloody wars caught my attention. His backstory in the manga was interesting. The village he envisioned might not be perfect but it certainly has done more good than bad if you consider the era of the warring states where people's life expectancy was very low.
4) Kakashi Hatake: He had a lot of reasons to take the dark path but he endured rather than surrender. He lost his parents, lost his friend and killed the one he was asked to protect.
