Alright, nice work. Now yes Byakugan users will be able to easily perceive through the mist with their dojutsu. But this effectively blocks Rinnegan and Sharingan users entirely from their chakra-vision and their regular vision. Now for the sake of the RP this technique does not actually change with the amount of chakra placed into. You'll always use the same amount. But you can sort of determine the thickness of the mist through freeform description which is another strength of the technique. Although usually in any case unless you say otherwise this technique will block eyesight for all except for Byakugan users. Now the technique does certainly take a little bit of time to spread out on the battlefield. Should you expel it from your mouth it'll take a little time leaving an opening for a large scale fuuton to be used to blow it away before it has a chance to really spread out. Of course this is compensated by using a water source which would release the mist from its entire body.
Now use this technique with caution. This deprives you of your sight too unless you possess the Byakugan. And deprivation of sight can be quite dangerous. But don't forget of your other senses. Depending on how your opponent acts while this technique is active you may be able to hear them. Smelling them would be quite difficult without being an Inuzuka or if they are currently doused in something that emits a strong odor.
Now I want you to explain to me how you would counter this should it be used on you.
If it were to be used on me, I would counter in a few ways. I could use the hiding like a mole technique to hide underground, completely away. I could use a wind style technique to blow away the mist around me or make it so the mist is only blocking the opponent's field of vision. I could also simply try to jump above the mist if it is within my capabilities to jump high enough above the mist. I could also throw some kunai or shrunken away from the enemy and aim that at completely different spots in order to confuse the enemy by messing with his reliance on sound should his field of vision be blocked as well
