well.... i'd assume that rain is used in a similar fashion to that of water.

except the attacks aren't pinpointed or projectile they can attack from all angles and above. with extreme exclusion to attacks from below the opponent. 0-0

ok.
rain is the result of exsessive atmospheric water.
as evaporation and other reactions/causes leave water vapor in the atmos phere. the vapor gathers together and condenses forming clouds. as the vapor becomes heavy enough for gravity to act upon it water falls producing rain.

Description:By focusing chakra into the user's hand they are able to gather rain drops towards their palms, the rain is molded together by chakra and forged into a high pressured orb. Once done the orb will shoot away from the users hand and the user will be knocked back. If it hits the enemy the enemy will be sent away flying or unbalanced.

This jutsu calls for you gather and focus chakra into your hands to gather rain drops around your palms to form a rain orb that can be used as a bullet.

Being that you used chakra infused rain, you'll be able to gather not only more rain, but at a much faster pace. And when it comes to a battle it's all about the quickest draw (sometimes )

So lets start gathering some rain drops

Also note, that you can manipulate this jutsu, so that instead of gathering a bunch of drops and forming one bullet, you can fire of smaller (less powerful rain bullets)

Focus your chakra that is already inside the rain drops. As your focusing your chakra think of sticky items...xD.... and the rain itself will become glue like and bind your opponent where they stand.

In the words of Goro Kaguya: Rain takes a lot of concentration. You must focus on every single raindrop..kno it's location its size the speed at which it is traveling....everything. So that that one rain drop can be combined with the millions of billions of others to make an attack....

Remember that.
