Part 2 Hinata's speed is 2.5 whereas Part 1 Neji is 4, he simply dodges it. And you can't retcon that either because Hinata had to take a pause before being able to complete a full 64 palms whilst Neji was doing it in Part 1 easily.

Those stats are irrelevant, seeing as how they were for the characters around the Sasuke & Itachi arc.

Hinata's speed would obviously have increased since then. Also foot speed isn't the same as hand speed, in which both are pretty much equal in.

That pause lasted half a second, it's irrelevant, since now she can do it perfectly. That was her first time, as she stats "so this is my limit?" indicating this is the farthest she's ever been able to go, and but finally managed to learn 64 palms at that moment.

In my opinion, Hinata has definitely surpassed part 1 Neji, as she has many advantages over him, but when it comes to part 2 Neji, I think she's rather close to him in terms of skill and power, but is not quite there yet, as there are certain things she has over him and certain things he has over her. If it's ever shown or said she know Kaiten, I can with all certainty say she would have surpassed Neji. At this point, I'd say she's an equal.

Yes it is not just stretch it is huge stretch as Hinata has been constantly improving through part 2 and Neji also admitted by stating she is getting better and better closing on him.

and Part 2 Neji is much much stronger then part 1 Neji, noone should be stupid enugh to say otherwise I guess.

It has nothing to do with skill or Taijutsu, as Byakugan itself was known for being able to see high-speed moving objects/people. What you stated can be only given to Neji's reaction time and physical speed so his body can react to that speed, not just eyes.
