Both of your rain glues are good, but should completely bind my clone and make her possibly fall to the ground. So, as your focusing your chakra think of sticky items...xD.... and the rain itself will become glue like and bind your opponent where they stand.

After it I take teh control of chakra inside teh rain drops and focus on something sticky like JAM perhaps causing teh rain drops to change their state into stickier and thickier and multiple drops rain down at your clone binding it on ground with epic force *

-I focus every rain drop that's falling and thinking about very sticky stuff I turn the rain into glue that's very sticky and rains over the clone and making the clone fall down stuck to the ground-

Recall how you used the glue rain jutsu. Very similar but this time instead of focusing your chakra to make the rain sticky. Focus them towards a particular target. Once target is choosen the rain that he dosed in, as well as the rain that falls on him will bind them to the ground or any nearby object.
