Rotation could potentially be countered through Twin Lion Fists. Of course, this is debatable, since Rotation knocks chakra away while Twin Lion fists asorbs chakra, so I think it would come down to who's attack is stronger, but seeing as how Hinata now has awakened Hamura's chakra, I'd go with her attacking being more powerful than Neji's defense.

128 palms is not canon.

Since she has Byakugan, she would be able to see the Air Palm, as it's made of chakra. It could be possible for her to dfend agianst such an attack by either absorbing it with Twin Lion Fists or by countering the Air Palm with her own, superior Air Palm, thus cancelling it out.

Anyway, Hinata in the War arc was catching up with Neji incidents such as: a single panel when Neji slipped up and Hinata covered up for him and when Hinata kept going on even when Neji burned out his dojutsu limit, kinda indicate that. But Neji is once is generation self taught type of prodigy and can never really be surpassed especially on skill basis.

This attack can't absorb compressed air this isn't fuuton Lol and Neji mastered this justu before hinata he's better at it

Hinata hasn't shown feats to be able to even touch Neji.
Flight at will is just a assumption.
Hinata can't use Hamura's chakra without Naruto.

So what does Hinata have over Neji, anyway? Twin Lions. On who has it worked so far? A Zetsu fodder clone. Deva Path was dodging that without a problem, and he doesn't even have any precognition, high speed or a renowned proficiency in taijutsu. Hinata still gets wrecked in close range, she was never shown to have beaten Neji in their little spars anyway (fillers don't count).

And please don't bring up the "Hamura chakra" argument, because you yourselves don't even know what it does, or whether it's even permanent.

War Arc Neji low/mid diffs. Part 1 Neji probably high diffs her. I seriously don't see Hinata beating Kidomaru even now, while Neji did it when he was, what.. 13?
