He can make it small or big, he still does it when ever to who ever based on the manga. He has only been showed to use it twice, so what made you think it is only for summons whether big or small?

But I get your point, but that would be out of character. This mindset is IC, meaning such a thing isn't possible as Jiraiya uses small swamps for people and large swamps for summons. 20 meters is a large swamp..

Just because the one time he used Yomi Numa against a human sized target he made a small swamp, doesn't mean that it's out of character for him to use a larger swamp if the battle situation calls for it. He had no reason to make the swamp any bigger than he did against Pein, so he didn't. It's not a question of whether it's IC or not but rather he adjusts the size for the practicality

Doesn't matter, he could've used Yomi Numa on plentiful occasions for practicality, but didn't. It merely means it's not in character for him. And again, this is really not that big of a debate. If we go Yomi Numa from first point of the fight, then Sasori goes for flight on the first second of the fight. What's the big deal.. Can we not go to where Jiraiya actually defeats Sasori in some way, because I don't see in what way that will be possible.

Ok I just wanted to clarify that it's not necessarily out of character for Jiraiya to create a large swamp for a human-sized target. Though it's clear you want this thread to stay on topic so we don't have to talk about this.
