Madara got serious the moment he left the Kamui dimension, saying he wasn't playing around any more. So either that was nothing more than databook empty hype(which has happened before) or his PS wasn't that powerful so he didn't use it.

And creation of the moon included destroying a large chunk of earth. Hagoromo didn't have the power to make his CT on that level. While Toneri was going to destroy earth at the end of the movie.

There is a thing called training and it's shown that he surpassed his war saga self. Unless you think he could have survived that blast in base in the war.
