No no no. Chidori is just the usage of one's Raiton chakra to create unstabilized 'static' in the palm of one's hand. It doesn't require nearly as much chakra control as Rasengan. If Sasuke had of used Raikiri in part 1, then you might have had an argument (as Raikiri requires advanced chakra control to increase the density and concentration, and as a result the piercing and cutting power of, Chidori).
That was early part 1 Naruto. Overall, part 1 Naruto had better chakra control than part 1 Sasuke (in the end).

Chidori is nothing more than lightning chakra with shape transformation applied. Rasengan, unlike every other nature-based ninjutsu, lacks a nature (duh) and only comprises raw, concentrated chakra. To concentrate this chakra to such a degree requires amazing chakra control. Chidori, on the other hand, appears as unstabilized lightning because it's just that. As sad as it is, Sasuke was never able to achieve Chidori's higher form, Raikiri, by concentrating and increasing its striking power.
Let's simplify it even more:
Chidori - out of control lightning (pretty high chakra control)
Raikiri - concentrated lighting, hence its more stabilized appearance (expert chakra control)
Rasengan - complete stabilization, hence it's spherical shape (almost master chakra control)
Do you know why Rasengan did more damage to the water tank it hit in contrast to Chidori on top of the hospital building in part 1? Because all of its force was concentrated and compressed towards to centre of the water tank it hit, while Chidori just went through the tank it hit like a fist does a face.
He obviously trained to master it off-panel; Just like how we've never seen the process he went through to learn Chidori, or how he trained to acquire Lee's Taiutsu & speed...etc. He's not the main character, so clearly we're not going to see his training like Naruto, it all happens off screen. It is a basic justsu anyways, and we saw how Naruto learned it, no need to do it to every character.no manga scans showing sasuke learning how to walk on water
