why didnt iruka just adopt naruto????

What naruto and iruka had was pretty much a father /son relationship so why not just take naruto into his home?

If I remember right, it took a long time for Iruka to accept Naruto and by then, he had joined team Kakashi and Kakashi had more or less become his guardian. Still not sure who nursed him as a baby however lols. The Konoha orphanage perhaps.
