Why would he? In a shinobi village the percentage of orphaned children would be astronomically high. Naruto was already self caring by the time Iruka took much notice. Iruka was also a young man himself who was orphaned

Because Naruto and Iruka didn't bond until Naruto was 12.

Iruka was only 12 when Naruto was a baby anyway.

Iruka was way too young and an orphan himself, the village took care of these kids: Kakashi, Iruka, Naruto, Sasuke are probably not the only ones without any family alive but none of them were adopted by a new one.
