thats because sasuke has faced godly opponents, you cant compare the calibre of opponents he used it against to what itachi faced, as the manga progressed characters grew stronger hence more counters. if itachi used it against the opponents sasuke faced it would fail as well, hes been in fewer fights with far less screentime than sasuke. itachi having better amaterasu is a myth.
Nagato and hebi sasuke countered his own, he one shotted nagatos dog summon and jiriayas toad stomach, thats not different to sasuke shutting down hachibi and making kabutos muki tensei return to its original size with hes flames. if anything it was sasukes use that gave it more hype from kabuto calling it the best attack.

sasukes use of it made a sage mode user in kabuto step back and refrain from attacking, it countered his muki tensei jutsu making it revert to its original shape due to its heat. he even hyped it up calling it the best attack technique

like i said itachi only appears more impressive because hes used it far less and has face far inferioir opponents. in fact the times he used it against actual shinobis in nagato and sasuke they both countered it so whats all this talk of him striking fear into hearts with it? overall the jutsu failed but it has nothing to do with the user, use logic and you would understand.

I meant that it depends on who's using it and who they're up against. It seems that the way Amaterasu has worked is inconsistent due to plot reasons. Anytime it worked right away was when it wasn't being used against a person directly (ex: Hachibi, Stone wall) but anytime it was used with killing intent on a person- it burns slowly. Logically, Sasuke should be one-shotting with it, but Kishimoto doesn't allow him to.
Amaterasu is basically the most trolled jutsu in the entire manga. It one shots 99% of the NV, outside of the top 10-15. But it's been terribly inconsistent when it has been used. Sometimes when it was used, it wasn't used directly against a person (example; against Hachibi it was only to put Bee down but it couldn't even do that) or it didn't burn fast enough against an opponent (the samurai's at the Kage Summit). Regardless, Sasuke's use is far above Itachi's given his exploitation of Enton. That much is irrefutable.
