after 15 years, you still say something stupid like this. Kyubi is part of naruto for 15 years, he had choice to uses it as tool or treats it as friend. So he can be like madara or hashi with higher level of uzumaki blood to control the kyubi completely at that time of story. Grown up please. There is nothing called nerf when things has been analyzed for more than 10 years ago.

Amaterasu is not that great. It can be countered in various way. It can be sealed. It can be countered by shadow clones/bodysplit & swapped. Useless against hashi. Useless against gaara. Useless against kamui user. Useless against cloak. Useless against sagemode........
The fire will continue slowly burn the subject down to nothingless, but if the subject is being seperated from the fire (which most war arc character can do) then it is no longer in effect.
Amaterasu is still great jutsu when use on opponent without anything to seperate it from their body. It work like poison & less destructive like normal fireball. It is also a double egde sword when use in closes combat.
