The gourd is an inescapable prison. You are shruken down to size when consumed by it:
"In the gourd is a tranquil and terrifying barrier space where no escape is possible." - Databook

No I don't think sage chakra is required. But Minato can use sage chakra, so it doesn't matter either way.

Minatos sealing capabilities are always overlooked as well, something he was very much praised for being highly skilled in.

When Jiraiya fought Pain, he told Gamaken that he needed to time to summon Shima and Fukasaku. During this time, he was gathering senjutsu chakra indicating that sage toads cannot simply be summoned on a whim.

Of course it is, he summoned toads, he can summon them all. You summon Bunta, you can summon them all -kishi said this straight up in an interview. The fact that minato has summoned the rare rest of toads of mount Myoboku tells me he can summon them all.

Then you have the 4 symbols seal. He sealed half of Kurama with it, a person will be even easier. Used to seal any target, primarily used on large enemies and evil spirits. By placing the seal onto the a person or object, you can seal anything in the surrounding area.

He can do the same to 3rd Raikage and seal him into a scroll (Gerotora). Although he may need to restrain 3rd Raiakge for a brief moment, as he preps the seal. Food cart destroyer should take care of that though.

I didn't restrict toads; boss and support toads at least (although Minato has no feats of summoning support toads even if it stands to reason that he could). Besides, the location for this matchup is rather inconvenient for using giant summons. I'm not even entirely sure that using Food Cart Destroyer would even work on someone like the Third Raikage
