i have no doubt 3rd raikage has the capability of avoiding the technique. But ninja come up with strategy for landing hits against tough opponents all the time.
Raikage can't avoid if Minato teleports him under the frog:
- Minato marks Raikage
- Then makes shadow clone
- Real Minato throws kunai into the air
- Real Minato summons giant toad above airborne kunai
- Clone quickly teleports to Raikage and then teleports under kunai
- Toad slams on both Raikage and clone
- Since Raikage was teleported into the air, he'd be incapable of avoiding/escaping.
Honestly, clone techniques are the most useful jutsu you could ever have.
