Rankings like that only matter to mere mortals like Naruto. A solo God like epilogue Sasuke, who is capable of busting the entire solar system, has no need for the petty title of "Kage". Besides, the title has been watered down a lot by all these fodders getting it. Chojuro, random rock girl, Raikage's slave and Gaara who got solo'd by Deidara.
Sasuke killed the supposed to be sixth Hokage Danzo, Orochimaru killed both the 4th kazekage and the 3rd hokage, 15 year old Sasori solo'd the 'strongest' kazekage "

Well ya that seems about right.
Uchiha ranking system differs from the rest.
At jounin their anbu's or secret konoha solo assassins sent to solo an S-rank orginization. [itachi]
At genin their mission is to solo five kages at the premature stage of ms.[Sasuke]
At chuunin they control their own S-rank mercenary group, kill out least one kage, while optaining Six path powers/statics fighting the whole shinobi universe. [Obito]
No rank Uchiha's completed and successfully execute every task and becomes god right next to Hagoromoo and Kaguya [Madara]
