Or is he just hype? Every time i see people make "Strongest Characters in Bleach" he is always in Top 15 Lol! He got negged by Wonderweiss and was useless in the Aizen arc

I believe it was mentioned to be lung disease but even with that he was strong enough to make Captain, we haven't really seen enough of him fight to judge him. I can imagine Kubo pulling a *he fights with his illness until he dies* kind of rubbish.

Shunsui was strong enough to own Stark and strong enough to be named first Captain but I don't think we have seen enough of wither of them, we haven't even seen Ukitake's and Shunsui's bankai

Ukitake got negged by WW. But according to Starrk, WW was Aizen's trump card, which suggest that WW is stronger than any espada. And WW also was able to defeat Bankai Kensei (maybe even in base).

Ukitake is without a doubt Senior level.

Neither Isshin nor Urahara used Bankai against Aizen. Hell, they didn't even use their shikai(not sure about Urahara). But that doesn't mean that they don't have more powers than what they have displayed.
