I do agree that sasky is one of the fastest but i have to say that Madara is as fast if not faster seeing as he blitzed SM Nardo when being blind, that is a huge feats seeing as SM Naruto easily reacted to full power 3rd Raikage who was said to be the strongest of all Raikages, Madara also dodged BM Naruto easily and was keeping up with the gokages easily, he also fought against sasky with a sword while being unarmed and blind.

But Sharingan increases speed, Sasky had Eternal Mangekyo sharingan which is the strongest form of Sharingan, that makes up for the speed SM gives.

Sharingan increases precognition and tracking skills. Speed comes from the body. SM also increases precognition and sensing abilities and actually boosts your speed. Therefore, without SM Madara would be slower than Sasuke.
