Hm? Did i write something incorrect? as far as i remember, lightning cloak is a jutsu that the Raikages can use and bijuu chakra is not something that you are naturally born with seeing as it is an powerup.

Based on feats I would say that current Sasuke is the fastest.

He used pure footspeed to travel over to Hashirama's statue while base Naruto barely moved one metre.
He was praised for footspeed by Godara.
He kept up with V1 Ay.
Praised by Obito and Deidara for his footspeed which he used to evade bombs inches away.
Was so fast that he almost took a bell from Kakashi in part 1 while Sakura and Naruto had to wait until part 2.
Was on par with Itachi who casually kept up with KCM Naruto.
Was fast enough to save Naruto from one of Juubito's attacks.

Lol if i goes by your logic then base naruto reacted to Rinnegan Sasuke's S/T which means he is faster than Sasuke's S/T in his base mode as sasuke teleported to hashirama's statue

I do agree that sasky is one of the fastest but i have to say that Madara is as fast if not faster seeing as he blitzed SM Nardo when being blind, that is a huge feats seeing as SM Naruto easily reacted to full power 3rd Raikage who was said to be the strongest of all Raikages, Madara also dodged BM Naruto easily and was keeping up with the gokages easily, he also fought against sasky with a sword while being unarmed and blind.

madara had hashi's SM on his hashiboo.b.

Not when he blitzed them, he took the SM after blitzing them.
