Well just because they hated his clan doesnt mean they cant use his bloodline trait, i mean it took the bloody nine tales to break out of it. id say its pretty darn effective. resurrecting someone you hate to do your bidding doesnt sound like an unreasonable option logically.
Going by your theory, almost every villain who should have died should be resurrected. "Lets bring back Kakuzu and see if he'll fight with us." No it doesn't work that way. I don't see any reason why the land of water would have any reason to do such a thing.
He left the country just as much as Zabuza did. He's an enemy and enemy's don't raise each other back from the dead on a whim to see if they'll help each other out.
As I said, Anbu give up any differences, their names ect. The mask is probably squad based and only different in each squad there's probably a lot of other Land of Water Anbu with the same mask as that.

Haku got a straight chidori true the Heart he is dead and he stays dead. if it really was Haku he would have let Naruto know, because Haku respected Naruto. Ow and he was Burried, that means he choked even if Team 7 was so cruel to bury him alive. Even if Haku survived i think he would have killed himself cause he only wanted to be with Zabuza
