Kurama never said Sasuke's chakara is better. He said its more sinister (there's a difference) you can watch the first shippuuden episode to see yourself. The quantity of Naruto's chakara means he's got three to four times more chakara than an average shinobi (Kakashi once said he got about a 1/3 of Naruto's chakara reserves).Quality vs quantity.
Sasuke=quality. Not that much chakra but due to its sheer power (kurama says it's more powerful than his own) he goes places.
Naruto=quantity. Lot of chakra. Giving him the ability to try try again till he gets it right.
This ^It's actually hard to elaborate this when we talk about quality. From what people post, the obvious deduction would be that Naruto doesn't have efficient enough chakra, only very high reserves of chakra in general. That obviously can't be true since he was a Jin and is able to pull off above S-rank jutsus like FRS.
