Doesn't matter. Everywhere Haku's teleportation is considered light speed but his attacking speed is not. I just re-posted what I had read in comicvine a few years ago and almost everyone had agreed to it as it was the most logical conclusion without any downplay. Light speed transmission doesn't mean shit when u can just shatter the mirrors to stop it. And when the attacks are fodder tier with shit tier speed.

@CoolBlizzard, how you so sure that in closed distanced strike madara need a light speed head movement to done it, in short distance it hard to gauge if the speed is LS or lightning speed or massively hypersonic, because it can achive the same result in closed distance.

if you move your head to the side also, you can feel it quite fast in small movement radius, try it, and from that you must add enough super speed to make it instant but that not mean it all must be LS

U are right. I am not saying his movement is light speed anymore. His attack is.
Light speed reaction refers to being able to react to an attack which is light speed at point blank range. Time taken by attack to reach = time taken by naruto to duck. But displacement by light > Naruto's displacement....so Naruto's movement speed is not light speed. But his reaction is (actually reaction is measured in terms of time anyway, so lightspeed reaction only means being able to track a light speed attack at point blank range) and Madara's attack(or jutsu) speed are light speed respectively.
May be the title is misleading since I didn't add respectively(although the order is right).

EDIT: I remember a similar case in Toriko cause a lot of shitstorm when Coco's poison fang was called to be as fast as the speed of light by the author. But later everyone agreed that the attack is lightspeed but the movement speed of the attack is not.
