For everything that happened in the Narutoverse? Madara or Danzo?

Madara had long term plans unite the world, but at the same time, it was because of Danzo's stubbornness and rather short-term plans that ended up helping facilitate Madara's plans (Uchiha massacre/Itachi undercover/loss of a potential clan to help take back the tailed beasts the akutski stole)

Which brings up the point of how important the Uchiha clan was to the plan. Given how tobi assisted in the massacre, do you think a clan of Uchiha would have been a major hurdle for Madara's plan to get off the ground? Or was their destruction just a nice side story for Sauske's emotions?

First, Danzō's "short term" goals included uniting the world... Just as Hashirama gathered the clans into villages, Danzō wanted to gather the villages under one banner: Konoha's banner. In the end, Danzō and Madara had the same ultimate goal. World peace.
Second, the Uchiha massacre is absolutely justifiable. I've talked about it a million times and a million talks has only made me more resolute in Danzō's decision. Danzō has done terrible things in his life, the Uchiha massacre was not one if them. And if you truly want to blame someone for that, blame Fugaku.
Third, Black Zetsu... Madara was a pawn and Danzō's plan never got off the ground.

If itachi hadn't killed the Uchiha clan, Sasuke wouldn't have been alone, so Naruto would never have had someone to relate to. If you really want to blame someone, it's the people in general. People's raging of war caused Kaguya to crave more power to end the conflict which resulted in her eating the fruit, and becoming evil in the process. Later on she was sealed and B. Zetsu came into being, who then carried out her plans with the manipulation of the Uchiha, and ultimately future conflicts and wars. Danzo and Madara were both products of man's(humanity's) weakness.

I personally think Danzo is at fault here. Yes he's a jerk. Yes his methods are harsh but do work. BUT there is a point where one has to believe in the other side or else completely declare them the enemy, and Danzo chose enemy. Now the Uchiha are also at fault, considering how they started to actively plot against the Leaf, but I'm 100% sure that the supposed "suicide" of Shushi was the tipping point. Nobody was fooled, and Danzo only continued to heighten tensions by attempting to steal Shushi's eyes.

The main problem I have with Danzo is that his methods of going about keeping peace ARE short term. He tried to keep peace in a society that advocated freedom through force. That's not going to work in any long term situation. And even after events kept becoming more and more violent thanks to his forceful hand, he failed to see the pattern.

Kaguya aside...since ok she did everything. But her plan was to find someone capable of awaking the rinnigan, not end up killing almost all the candidates who could potentially possess the rinnigan.

That aside, why the hell didn't the Leaf government straight up confront the Uchiha? The shitload of spying on each other did nothing to help the situation.

Between Madara and Danzo, I'd have to say Madara. Tobirama kept the Uchiha under close scrutiny in case someone else like Madara appeared within the clan. Madara was the one who was responsible for the death of Rin which was used to manipulate Obito. Obito then manipulates Nagato and Konan (though Danzo's involvement also played a role in the death of Yahiko) and is responsible for the deaths of Naruto's parents. His actions also put the Uchiha under further scrutiny after the Kyuubi attack, which among other things, led to the decision of the Uchiha to revolt.
