Anyone who doesn't put the blame on Tobirama is clearly deluded. He abrogated the laws within the 'equality based treaty' without the consent of the founding clan, created policies that completely cornered the clan, and didn't set up anything to remedy those notions. Hashirama, Orochimaru, Obito, and Madara - all speak in union about his disgustingly lopsided political policies. His stance is pretty much exposed when he sees Sasuke, has no knowledge that the coup ever took place at that point (he learns of it afterwards), and outright states: "An Uchiha?! No wonder you are with the enemy!" It speaks volumes about him as a person, and as a poor politician.
Fact remains, it was Madara and the Uchiha Clan that actually embraced peace, not Tobirama. After all, his own clan ended up backing him fully in regards to the policies within the village. He gave himself the undue political authority to rob a clan of its rightful share in the politics. To gloss over it, and shift the blame on Madara is lunacy, when we saw Madara do the exact opposite before he didn't hear Tobirama's plans. He foreshadowed that Uchiha would be killed because of his policies. He wasn't wrong.
Tobirama didn't do anything even before his death to give equal share to the other founding clan. Instead, he left it within the hands of his own sympathizing lobby. How ironic is it, truly, that ALL those surviving people that revered him worsened the situation for the Uchiha and led to their massacre? That elder woman even states: "If political power they are after, then we should eradicate them." Let's not forget how his poor dictatorial political infrastructure was copied by the entire world. Laughable, this guy.
It's Tobirama's fault that all this transpired. Give the credit where it is due.
