Wiki say "tsunade uses a portion of seal chakra to maintain her young appearance" so in no where does it say thay she created that ability therefore mito also had it or it's just that Tsunade perfected her seal to that level

It says that Tsunade uses a unique transformation jutsu. :| I just read it myself
Sakura even said herself that unlike her master she doesn't have to worry about staying young so she could use her complete strength

Cause she was already 17 unlike tsunade that's what she meant(Tsunade keeps some of the chakra to keep her young look but when she runs out chakra she gets old but in Sakura case she just stays the same cause she isn't old) type in byakugou in wiki

That isn't the issue Sakura simply stated she didn't have the need to use it and even now it would be pointless at her age. Sakura aging doesn't prove that she doesn't have the jutsu, but isn't using it by choice.

You basically just claimed that a man is lucky if he has an old wife that is in denial and can't handle the aging process, so out of desperation she makes herself look like she's in her 20s since she can't move on in life.
Using the seal isn't something to be proud of. The real life equivalent is caking one's face in cosmetics or plastic surgery. It's pathetic and something to be ashamed of if a partner does that.
If one has to be that shallow and base a wife's worth on her looks... it'd be better for the wife to age gracefully than to be a fake. Though, given that mitotic generation ruins one's image with the constant cell regeneration process, Sakura will grow up to have just as many wrinkles as Tsunade at age 54 (who had more than Hiruzen and Danzo combined) and need to use the seal. Sasuke will live with a fake.
Sasuke is the loser in terms of choosing a "pretty wife". Not now, but later on this will catch up to him. Lol

For now it's save to say that she can't, this is like saying lee knows hidora just because gai used it, you know thses stuff can't be confirmed therfore and since she didn't show any signs of surpassing tsunade it's safe to say that she can't
Not really Lee never referred to using a technique that he couldn't use in the first place. Sakura specifically mentions that she is in a better position since she doesn't have to change her age. If she doesn't know how there wouldn't be a point.
yeah kinda. Its more like a permanent thing though, and since it doesn't fade away, but instead reveals the user's true appearance after they run out of chakra it seems to be rooted more in medical jutsu.
