Yes, he does learn quickly.

So that he could have a power (CM) that would make him even with Kyuubi 1-tails Naruto at the end of part one, as well as to give him a reason to leave Konoha (go to Oro for more power).

Neji has rotation which can absorb chakra... that would include chidori.

Neji has Byakugan so that he can have nearly no blind spots and Sasuke even with his 2-tomoe predictive capabilities would have a hard time.

Sasuke would lost high-diff. Med-diff if the curse mark acts up and hurts him while they're fighting. During the Chuunin exams at least.

End of part one, Sasuke definitely wins though.
