Why can't she see Shingami or Hollows ? Is there any age limit to see ghosts like Ichigo and Karin were able to see .

This is good question. If I am not wrong the hollow which was fused with Ichigo´s mother soul was passed down to Ichigo.
But maybe their abilities are weak compare to Ichigo.

Probably for the same reason that only one in every generation of Royal Families in Soul Society is able to awaken Bankai. There is probably a variation in power levels between children of the same parent. Yuzu may have just been unlucky. Or her powers may just take more time to awaken, or maybe she can only awaken them after specific training for it, or after she dies and goes to Soul Society. Karin has also never had an interest in pursuing her powers even after being offered by Urahara.

Also, Shinigami is not race, it's proffesion, if your father is shinigami, you are still just human/soul with high spiritual powers, but you are not shinigami. You become shinigami by training or like Ichigo did with help of Rukia.
