Yep. This is it. Power wise they were always equal, with one getting a step ahead once in a while, pushing eachother boundaries further.....Whole series in a nutshell; I mean it's probably the same today with the fact thay their rivalry is now more friendly than it ever was.

Sasuke acknowledges that Naruto was always far ahead of him not only as a ninja and in physical capabilities, but as a person. Naruto knows and has embarked on the true path to happiness and co-existence for all while Sasuke sat in the dark and made shit worse for himself and everyone around him.
Much the same that Itachi was always in front of Sasuke, so is Naruto. They are his benchmarks, his goal in life.

He's talking about narutos strength to keep going in life even with the pain he had to endure.
